What Colorado Renters Need to Know
Fair Housing Act protection in Colorado depends on one detail above all others: the letter must come from a mental health professional holding an active Colorado license who has evaluated you. A license issued in another state is the most frequent reason a housing provider rejects documentation.
What the document must establish is the disability-related need, not the clinical detail behind it. A Colorado housing provider may confirm that the letter is genuine; it may not require the condition to be named, and a well-drafted letter never does.

Who qualifies
Who May Qualify for an ESA Letter in Colorado?
Neither Colorado nor federal law publishes a list of qualifying conditions. What a Colorado-licensed clinician assesses is whether a condition substantially limits your daily life, and whether the animal eases it.
Conditions Commonly Assessed
No prior diagnosis is needed, and you do not have to be in therapy already. Many people are assessed for the first time here.
Colorado Eligibility
- Age 18 or above, or an application supported by a parent or guardian
- Colorado residency, since the license must match your state
- An evaluation conducted by a clinician licensed in Colorado
- A mental or emotional condition, whether previously diagnosed or assessed at intake
- Substantial limitation of one or more major life activities
- A clinical judgment that the animal eases identified symptoms
Colorado ESA law
Your Rights as an ESA Owner in Colorado
Colorado adds rules of its own on top of the federal floor — misrepresentation is an offense. Both apply.
No pet deposits, pet fees or pet rent for an assistance animal
A no-pets policy does not, by itself, bar an assistance animal
Breed, size and weight limits generally give way
Your housing provider must respond within a reasonable time
Applies to most rentals, and to HOAs and condominium boards
Your diagnosis stays private and is never named in the letter
Colorado penalizes service animal misrepresentation
Colorado law penalizes intentionally misrepresenting an animal as a service animal. Housing protection for emotional support animals is unaffected — it flows from the Fair Housing Act and the Colorado Anti-Discrimination Act — but the two categories should not be blurred.

Why it matters
Renting in Colorado, With and Without a Letter
Without Documentation
- Subject to the building's no-pets clause
- A pet deposit, typically $300 to $600
- Monthly pet rent, commonly $25 to $75
- Breed and weight restrictions in force
- A narrower set of properties available
- Pressure to give up an animal you depend on
With a Clinician's Letter
- The no-pets clause gives way to an accommodation request
- No deposit charged for an assistance animal
- No monthly pet rent charged
- Breed and weight restrictions ordinarily waived
- Access to the broader Colorado rental market
- Documentation your housing provider can independently verify
A letter is documentation, not a guarantee — a Colorado housing provider may still refuse on the narrow grounds set out above.

If you rent in Colorado and your building says no pets, the Fair Housing Act is usually on your side, but only with documentation a Colorado housing provider is able to verify. That means a clinician licensed in Colorado, a real evaluation, and a signed letter that states a disability-related need without disclosing your diagnosis.
What Colorado Law Adds
Colorado penalizes service animal misrepresentation
Colorado law penalizes intentionally misrepresenting an animal as a service animal. Housing protection for emotional support animals is unaffected — it flows from the Fair Housing Act and the Colorado Anti-Discrimination Act — but the two categories should not be blurred.
Your Housing Rights in Colorado
The Fair Housing Act applies in Colorado as it does everywhere. A covered housing provider must consider your reasonable accommodation request in good faith and, where it is reasonable, allow your assistance animal despite a no-pets policy.
- No pet fees. Pet rent, pet fees and pet deposits do not apply to an assistance animal, refundable or otherwise. You remain liable for damage the animal causes.
- No breed or weight limits. Blanket restrictions generally give way; a refusal has to rest on your particular animal's conduct.
- No diagnosis disclosure. Your Colorado landlord may verify the letter and the license. They are not entitled to your diagnosis, your records, or a fee for the request.
- Student housing counts. University residences in Colorado are dwellings under the Act, and requests normally go through the disability services office months before move-in.
Making the Request in Colorado
- Find the person who decides — the property manager or the management company's compliance address, not the maintenance line.
- Send two documents together: a short written accommodation request citing the Fair Housing Act, and your clinician's letter. Sending the letter on its own is the most common reason requests stall with Colorado Springs and Aurora leasing offices alike.
- Ask for a written decision by a specific date, and keep every message. Email gives you a timestamp.
- Answer reasonable verification — your clinician will confirm the letter is genuine without discussing your diagnosis.
- If you are refused, ask for the reason in writing. You can complain to HUD's Office of Fair Housing and Equal Opportunity, generally within a year, and to the Colorado fair housing agency. Both are free and neither needs a lawyer.
Where This Works in Colorado
Our clinicians are licensed statewide, so the same letter carries the same weight in Colorado Springs, Aurora, Boulder and throughout Colorado — including Denver. Practice differs by market rather than by law: large management companies in Colorado Springs usually have a documented accommodation process, while a small landlord may never have seen a request before. The one-page explainer we include is written for exactly that second situation.
ESA Travel Rules for Colorado Residents
An emotional support animal has no special standing at Colorado Springs or any other Colorado airport. Since the Department of Transportation rule took effect on January 11, 2021, airlines may treat an emotional support animal as an ordinary pet, and most now do. Carrier pet policies, fees and carrier-size limits apply.
Only a trained psychiatric service dog still qualifies as a service animal in the cabin, and airlines may require the DOT service animal form in advance. Individual carriers occasionally allow more than the rule requires, so confirm the policy directly before booking.
Emotional Support Animals and Employment in Colorado
No Colorado statute obliges an employer to permit an emotional support animal at work. The Americans with Disabilities Act requires reasonable accommodation for a disability and covers trained service animals, but an emotional support animal is not a service animal under that Act.
Employers may nonetheless agree. A written request to human resources, accompanied by your letter, costs nothing and is granted more often than the law requires — particularly by smaller Colorado Springs employers with no formal policy to apply.
Public Access in Colorado
An ESA letter grants no right of entry to restaurants, stores, hotels or public transport in Colorado. Public access derives from the Americans with Disabilities Act, which covers service animals trained to perform specific tasks. Businesses may admit pets at their discretion, and many in Colorado Springs do.
Presenting an emotional support animal as a trained service animal is a misdemeanor in most states and carries penalties in Colorado. The lawful route to public access is a psychiatric service dog.
What It Will Not Do in Colorado
An ESA letter is housing documentation. It gives your animal no access to Colorado shops, restaurants, hotels or workplaces — that is the Americans with Disabilities Act, and it covers trained service animals only. Since the Department of Transportation rule took effect on January 11, 2021, airlines flying in and out of Colorado may treat an emotional support animal as an ordinary pet. If you need public access or cabin travel, the route is a trained psychiatric service dog.

Breed restriction on a 60-pound mixed dog. The management company reversed within ten days of receiving the accommodation request and the letter together.
★★★★★
My building sent a notice about my cat eleven days after I moved in. The clinician actually asked about my panic attacks rather than just my pet, and the letter ended the whole dispute in one email to the management company.
★★★★★
I had already paid for a $39 certificate elsewhere and my landlord's attorney rejected it in a day. Healify was slower and asked far more questions, which turned out to be the entire point.
★★★★★
Pet rent was $65 a month plus a deposit, on an animal I need in order to sleep. The fees stopped the week after I sent the request with the letter attached.
★★★★☆
Honest about what it does not cover — I had assumed my dog could fly with me and they told me plainly that changed in 2021. The housing side worked exactly as described.
★★★★★
University housing was the difficulty, not the letter. Their disability services office wanted a specific process and my clinician answered their verification email the same day.

Questions
ESA Letters in Colorado
Is an Online ESA Letter Valid in Colorado?
Yes, provided the clinician who signs it holds an active mental health license in Colorado and has evaluated you. Federal law sets no requirement that the appointment happen in person, and telehealth is accepted practice throughout Colorado. What a Colorado housing provider checks is the license — which is why we match you to a Colorado-licensed professional before your file is reviewed.
How Long Does It Take to Get an ESA Letter in Colorado?
The screening takes about ten minutes. A Colorado-licensed clinician usually reviews it within 24 hours, and an approved letter is issued as a signed PDF within 15 minutes of the clinician's approval. Because Colorado sets its own documentation standards, we confirm at intake whether your evaluation needs to run over a longer period.
How Much Does an ESA Letter Cost in Colorado?
The same as everywhere else we operate: $129 for an ESA housing letter covering up to two pets, or $199 for three or more. A psychiatric service dog assessment is $149 for up to two dogs and $229 for up to three. Nothing is charged until a clinician issues your letter, and if you are declined the letter fee is refunded in full. Be wary of $25–$45 Colorado offers — those are certificates, not clinical letters.
Can My Colorado Landlord Refuse My Emotional Support Animal?
Only on narrow grounds. A Colorado housing provider covered by the Fair Housing Act must consider a reasonable accommodation request, may not charge pet rent, pet fees or pet deposits for an assistance animal, and generally may not apply breed or weight limits. They may refuse if your specific animal poses a direct threat or would cause substantial property damage, if the accommodation is an undue burden, or if the property is exempt — owner-occupied buildings of four units or fewer, and single-family homes rented without an agent.
Can a Colorado Landlord Charge Pet Rent or a Pet Deposit?
No. An assistance animal is not a pet for fee purposes, so pet rent, pet fees and pet deposits do not apply once a valid accommodation is in place — refundable or otherwise. If a Colorado Springs leasing office has already collected pet fees, you can ask for them to stop and for improperly collected fees to be returned. You do remain responsible for any damage the animal causes. This holds whether you rent in Colorado Springs, in Denver, or anywhere else in the state.
What Does Colorado Law Add on Top of the Federal Rules?
This is the detail most Colorado renters miss: misrepresentation is an offense. We cover it in full further up this page, and it is the reason a letter written by an out-of-state clinician is especially likely to be rejected here.
Do I Need to Register My Animal in Colorado?
No. Neither Colorado nor any other state operates an emotional support animal registry, and no certificate, ID card, vest or database entry has legal standing there. The only document that carries weight is a letter from a licensed professional. We do not sell registrations, and a Colorado site that offers to register an animal should be treated with caution.
Do I Need an Existing Diagnosis or a Colorado Therapist First?
No. You do not need a prior diagnosis, and you do not need to already be in therapy in Colorado. The clinician forms their own professional judgment during your evaluation. Many people are assessed for the first time in exactly this context. What the clinician is weighing is whether a condition substantially limits a major life activity and whether your animal eases identified symptoms.
Does My ESA Letter Work in Colorado Student Housing?
University and college residences in Colorado are dwellings under the Fair Housing Act, so the same accommodation analysis applies. Requests normally go through the disability services office rather than the residence desk, and deadlines usually fall months before move-in — if you are heading to a campus in Aurora, start in the spring for a September arrival.
Can I Take My Emotional Support Animal into Colorado Shops and Restaurants?
No. An ESA letter is housing documentation. Public access comes from the Americans with Disabilities Act, which covers service animals only — dogs individually trained to perform tasks. A Colorado business may refuse an emotional support animal exactly as it could refuse a pet. Misrepresenting an animal as a trained service animal is an offense in most states.
Can I Fly Out of Colorado with My Emotional Support Animal?
Generally not as an ESA. Since the Department of Transportation rule took effect on January 11, 2021, airlines flying in and out of Colorado may treat emotional support animals as ordinary pets, with the usual carrier fees and cabin rules. Only trained psychiatric service dogs still qualify as service animals for air travel.
What if My Colorado Landlord Ignores or Rejects the Request?
Ask for the reason in writing. Most refusals come down to a missing accommodation request, an out-of-state clinician, an undated letter, or a leasing office that has never handled one — and your clinician can answer reasonable verification questions without disclosing your diagnosis. If the refusal looks unlawful, you can complain to HUD's Office of Fair Housing and Equal Opportunity, generally within a year, and to the Colorado fair housing agency. Both are free and neither needs a lawyer.
Which Cities in Colorado Do You Cover?
All of them. Our clinicians are licensed at state level, so the same letter works in Colorado Springs, Aurora, Boulder and everywhere else in Colorado, including Denver. Housing practice varies by market — large management companies tend to have a formal accommodation process, while smaller landlords often have never handled a request — but your legal position is the same statewide.
